FP2003 and Vista

I am obviously missing something? Should I be able to open
http://localhost
and create/edit/publish to it via FP2003?

No. You need FrontPage extensions installed on IIS, and IIS in Vista
does not support FrontPage extensions (there is a Beta version of
extensions available, if you wish to try a beta..)

Publish to a disc location, and set this location as a virtual folder in
IIS. Edit as a disc based web, then preview/test from
http://localhost/virtualFolderName/ in the browser.
