FP is Broken HELP!

I am trying to get fp 2003 beta to work.
I have uninstalled office completly including old and new version.
Reinstalled it and FP.
Get the following error message when clicking FP start icon.
Cannot find entry point "?QueryNewMode@COWSAllocator@@SIHXZ" in
"C:\PROGRA~1\COMMON~1\MICROS~1\WEBSER~1\60\BIN\fpsrvutl.dll"
Please Help!

The only solution I have seen for this does not work for everybody:
Uninstall Office2003 and FrontPage 2003 etc.
Stop, quit and/or disable *every* running program, including anti-Virus
checkers, software firewalls.
Re-install Office and FrontPage 2003
