Found the answer

When you install the MicroSoft Hotfix KB817765, the
problem is solved. I give the regular user, Backup
Operator rights. They can then use the NTBackup that
comes with Windows 2000 to backup and restore without any
troubles at all. Yes, I did confirm it by renaming and
then restoring some files. It all works like it should
now. Thank you MS.

This information would be more useful if you had entered it as a follow-up
to the message that described the problem. Without that connection, and
absent any description of the problem in this message, no one who needs to
know will be able to find it.

How do I obtain this Hotfix? I looked all over MS website
and could not find it.
