Forwarding internal messages externally

This may be an obvious dumb question but our network is NT Server with
Exchange and any internal e-mails when trying to forward them externally the
account defaults to Microsoft Exchange Server even though our pop account is
listed first in account order. Why is this and is there any way to correct it
without having to manually pick the accounts?
 
What version of Outlook do you have? If Outlook 2000, you can't reliably do
this. Later versions corrected the problems.
