forwarding emails with outlook rules

I am a helpdesk.
I have a user who has created 2 rules ... The general idea behind these
rules is forwarding the email (which has met the condition) to a list of
users. They need to create the third rule. So we create the third one (Tools
Rules & Alerts) when we want to hit "Apply" we get an error message.
"One or more rules could not be uploaded to exchange server and have been
deactivated.This could be because some of the parameters are not supported or
there is insufficient space to store all of your rules "
I did the same thing in my outlook under my account and the result was the
same
and finally I found that there is a Limitation in total number of emails we
add in “To†field of all rules. Total number can not be more than (about) 60
emails.
When I reduce the number of emails it works !!
Here are my questions:

1- My conclusion is correct???

2- If it is correct, is there any way to increase this maximum limit?

It's not a limit on the number of addresses in the To field, per se. An
Exchange 2003 (or earlier) mailbox has a limit of 32K characters total in
all rules combined. Exchange 2007 allows 64K characters per mailbox by
default, with the ability to allow 256K.
2- If it is correct, is there any way to increase this maximum
limit?

The limit cannot be changed, except as noted above.
