Forwarding emails in Outlook

When I forward an email - or reply to an email - in Oulook the pictures do
not appear in the forwarded message.
They used to appear, but I must have tinkered with some setting that now
keeps them from appearing.
Does anyone know what this setting is so that the pictures will appear in
emails that I want to reply to or forward in Outlook?

Click Tools->options->Security->click change Automatic download settings
Now make sure you have a check on all the options.

But I looked and all those options are already checked. Nevertheless, I
still do not see the pictures in forwarded emails or in those to which I
reply. Only the text seems to be forwarded or included in a reply.

I did the following.
Click Tools->options->Security->click change Automatic download settings
Now make sure you have a check on all the options.
When I got to the "Automatic Download Settings" page all the boxes were
already checked. So I did nothing.
