Forwarding an email without an attachment

When I forward an email that has an attachment, is there a
way of stopping the attachment being forwarded, so the
recipient just gets the email text?
 
After hitting Forward, click on the attachment and hit Delete.

Is it possible to send an email with attachements that go only to those people listed on the "TO" line, but only the text of the message (without the attachements) goes to those listed on the "CC" line
