Can a published formbe saved by any visitor to be worked on then submitted when completed?

Yes, when they have filled in the form, they just need to go online
again and submit it.

Other than the idea below, no it can't be saved - other than the 'auto complete'
(which is browser dependent on supporting that feature there is no way to save
the data to come back to). An online form is intended to be submitted
immediately.

You can't submit it off line, because if you're pointing it to an email address,
it will have to be online to send the email. It does not store the message like
with email programs which have a "drafts" folder or something like that, where
you can save a message and go back to it before sending it - the html form does
not work in that way.

Besides it needs the FP server extensions to function - which are more likely on
a host provider's server than you having your own server.

Perhaps it can be done....but from your question I interpreted it like you want
to save a 'draft' of the form data and send it at a later time (like with an
email program, you can compose emails off line and save to a 'draft' folder, then
the next time you save your mail, you can either continue working, or send it to
the 'outbox' for sending later, or send it immediately.

But if you mean 'can the form be filled in while not connected to the internet'
then the answer is yes, but you need to be online to send the data, and it won't
be saved anywhere.

You say no others say yes, which is it?
