Formatting Toolbar missing (not even selectable), MS Outlook 2000

I have several PCs with Outlook 2000 where the Formatting Toolbar is
no longer listed as an item under the View > Toolbars menu, on a msg
window in either Rich Text or HTML mode (Word is NOT and have never
been the e-mail editor). It is NOT the case that the Formatting Tool-
bar is simply not being displayed. Instead it's not there to display.
By that I mean that it's not even available in the context menu of
the Standard Toolbar to be selected (checked) to display. I am able
to check all the toolbars that ARE listed, and they display as they
should (and go away if I uncheck them). In the

View | Toolbars | Customize | Options tab

the checkbox that reads

"Standard and Formatting toolbars share one row"

is NOT checked, and it cannot BE checked; if I attempt to do so, the
mouse click is simply ignored.

As far as I am aware or have been able to determine, no software or
other significant system changes were made just before it was first
noticed (since 99% of the e-mails are RTF, it was probably noticed
immediately after whatever event gave rise to this situation).

I'm having the same issues with Outlook 2003 and I first noticed the
problem in August 2005. I'm wondering if it has to do with an Office
update that I may have downloaded. I'm running Outlook 2003 SP 2 and
would be interested to know why this friendly toolbar has seemingly
"disappeared." - Jack
