Formatting toolbar disappeared

The formatting toolbar is not available when making new emails on one of my computers.

I tried to recreate it (Customize|Toolbars tab), but receive an error message that says, "A toolbar name 'Formatting' already exists. Type another name."

Is there a way to get this toolbar back from wherever it disappeared to?

Are you using Word as editor? If so, select the format toolbar there. If not,
you should know you cannot format plain text messages in Outlook. Use the
Format command on the menu to change to HTML and the toolbar should appear
again. If you want to change all your messages to HTML, use Tools, options,
mail format to change the default.

Just thought of this--did you right click on the toolbar in a new message and
make sure Formatting is selected?

Can't use Word as editor, still using Office 2000. Waiting for next version.
HTML is the default mail format.

New message | Right click on toolbar | No "Formatting" toolbar is listed.
"Standard" and "Customize" are the only choices. That is the problem. Why
does it not appear on the list?
