formatting the position of a GIF picture file

In MS Word, when I insert a picture in a document, especially one that has a
table in it, when I insert it, it pushes the table aside. So, I right-click
on it, and click on the appearing menu the "Format Picture" option; then I go
to the "Layout" tab, and click "In front of text". I'm then able to adjust
the size and position of the picture with my Mouse's arrow, and resize spots,
and then go to the same said options and choose "Behind Text"; the picture
then serves as a background to the text and table of the document. The
problem is that I'm trying to do the same thing in a Front Page HTM or HTML
document. When I try to do insert such picture, it pushes everyting else in
the document to the side; I can't adjust it. Is their anyway I can set it in
the Front Page document as a background as I did as explained in MS Word?

HTML doesn't work that way. You will need to learn CSS and layers or use tables and set the image as
a cell background.

Thank you so much.

1) Did you mean by CSS, Cascading Style Sheets? And where then on the
Internet can I find simple instructions that would help me accomplish what
I'm aiming at as I described?

2) Is there anyway I can make a table of one cell, put the background
picture in it, then divide the table into cells, and add the information?

Yes, I meant Cascading Style Sheets. I prefer to use tables instead of CSS, so you will have to wait
for other provide you links to resources.

Yes, just insert the image as a table background.

Thank s for your help. I mamaged to get a table with a picture in a
background in a F.P. HTM file. Now my question is how to choose "no color"
in the option the border color of the table or cell. It only offers me a
specific color. Even the white color shows up on the picture background. Is
there a work-around for this? Thank you. Ben J.

Select automatic/default and set the border width, etc. to zero.
