autoshapes & pictures

i took over finishing a web page from someone else who is no longer around.
On the work they have done there are many pictures that appear to be pic
files, but when i right click one i do not get a picture properties option in
the dropdown menu. instead i get "set autoshape defaults" and format picture.
these "pictures" are not like when i 'insert pic file'. they have the
characteristics of an autoshape. Also, on a regular pic i insert now i
cannont rotate or drag it around like i can with these existing pics, these
'pics' in question can be positioned over anything on the page without
automatically moving it. (the front page help says i can highlight an
inserted pic and choose free rotate from the drawing menu, i cant do this
either with the new pics i import)
Let me be clear that this is not an autoshape w/ a picture chosen as the
fill. I do not even have the option to edit the autoshape format to insert a
background/fill, i have format picture options. My main question is i do not
understand how these were created. they are something other than just
'inserting a pic'. The problem is when loading the published page they take
forever cause they are not using 'picture' guidelines. when you are looking
at a published page online and you right click a pic you have the option to
'save pic as'...but with these there is only a 'save background as'. if i
could understand what im dealing with a little better i think i could fix the
page (i.e. replace these 'autoshapes' with regular pic files). take a look -
www.piazzaconst.com. i'd like to know how the person who made these made
these. perhaps its something everyone but me knows.

any help/info would be appreciated. thanks

The culprit is MS Publisher...lots of VML.
Your best bet is a complete redo in Frontpage, as Publisher generated html
impossible to work with.
