Formatting interactions between Outlook and Gmail

Some of my users prefer using Outlook, while some prefer using web-
based Google Apps (like Gmail).
The trouble is that when an Outlook-composed email is sent to a web-
based user, vertical spacing is roughly doubled.

Has anyone else seen this problem?

I guess it isn't meant to change the behavior of using <p> for
linebreaks

Is there a way to make Outlook 2003 stop using <p>? return to the
Outlook 2002 behavior?

OK... here's what I've found so far:
Turns out thatOutlook2003 uses <p> tags whenever user types a
linebreak (enter key). (To be precise it seems to be an MSOffice-
dialect of HTML)
Where elseOutlook2002 uses <span> tags for linebreaks.
<p> tags is rendered with additional vertical space, while <span> are
rendered like <br>.
Outlookitself does not render different vertical spacing, at least at
default paragraph settings.
