Formatting CD discs

Is is possible to format at CD disc the way you can format a floppy disc?

You need to buy a piece of equipment affectionately called a lamp or a disc
eraser etc. You put the cd in and it fills it up with 0's so the files cannot
be accessed. IT CANNOT however be reused. To reuse a disc you need a CDRW
which can be erased at the touch of a button
