Formating papragh top and bottom

I have a paragraph that I always want to be at the top of the page,
and on that same page I have another paragraph that I want always to
be at the bottom.

I do not want to put it in a header or footer.

I know I can change the aligement on text vertically on a per page
basis, but is there a way to do it on a paragrah by paragh basis?

As Word is not a page layout application and thus 'page' is a vague concept
the content of which is constantly variably with editing, it is difficult to
see how you can fix the paragraphs' locations without using the
header/footer. Why don't you want to use the tools provided for this
purpose?
