1. How can I create a page border (top and bottom) such that the line
is at the margins -- 1" from the top and bottom/1" from each side?

WHen I do a page border, it limits me to 31pt.

2. How can I create a border around the top and bottom of text?

WHenever I try to get a top/bottom border around text I get it all the
way around. (If I select paragraph, I get it all the way across the
page)

Create a "Bottom Border" style and a "Top Border" one (By assigning a bottom
and a top border to the paragraph style using Format > Borders and
Shading...).

Then, go into the header and apply the "Top Border" style to the first
paragraph in the header and apply the "Bottom Border" style to the last
paragraph in the footer.

If you want the header content to be between the border and the top edge of
the paper, apply the "Bottom Border" style to the last paragraph in the
header, and do the opposite in the footer, i.e "Top Border" style to first
paragraph in footer.

Thanks.

How about a line of text with borders above and below that extend the
length of the text?

When I do this using paragraph styles, the line goes all the way to
the margins.

You can change the left and right indents of the paragraph (making it just
the same width as the text) to constrain the border to the length of the
text.
