Formating CD's

Why is it that when I format a CD-RW with the CD/DVD Combo Drive on my
Enspron 8600 that the total available space is 580 MG when the CD says the
capacity is 700MB?
 
If you are formatting the CD using packet-writing format, it takes some
space in the media for itself for UDF files.

If you are using a format on a CD, then you are setting it up to use
Packet writing, and the UDF file system. This has overheads that reduce
the space available for data. If you use a 'mastering' program, such as
XP's inbuilt burning, to burn the whole disk in a single session, then
you get the nominal capacity (but multiple sessions will reduce it by 14
MB each time)
