I'm at a point where I need to format and re-install

Where can I find the directions to re-format? I booted off my startup disk but the format command can not be found.
When I try it from the OS I can't as the volume is mounted.

Boot the machine from the 2000 CD, you can manage the partitions from there,
including formatting.

Greetings --

Simply boot from the Win2K installation CD. You'll be offered the
opportunity to delete, create, and/or format the system partition as
part of the installation process. (You may need to re-arrange the
order of boot devices in the PC's BIOS to boot from the CD.)
