Format tab not available when creating a new message

This is weird. When my wife composes a new email she does not have the
option to select the Format tab which allows you to change font or paragraph
options. On mine a have this and I have another toolbar for selecting these
options. What gives??
 
If you don't see the File, Edit, View, Insert, Format, etc. menu bar, press the Alt key.
