FORMAT pull-down menu... numbers and bullets

Under the FORMAT pull-down menu... numbers and bullets is not selectable.
it's there, i can see it. i just can't select the command. Does anyone know
what's going on?

Is the problem just in one document, or in all documents? Those tools can be
unavailable if the document is protected for fill-in forms or styles editing
only (other direct formatting will also be unavailable).

If it's just that one document... Check the Tools menu, and see if Protect
is available (or if Unprotect is shown).

If it's all documents, does it happen if you start Word using the /a switch?
(Start - Run - type winword.exe /a)
