Format-Paragraph Command Ignored in Word 2003

I have defined a style called "Tbl Dash" that is a bulleted list within a
table column. The style is defined to be single-spaced, with 0 pt before and
after. It works fine in the majority of tables in the document, but in this
one particular table row, it is double-spacing. If I attempt to manually
change the format of the offending paragraphs to change the "6 pt before and
after" to "0 pt before and after," it lets me enter that in the dialog and
click OK, but nothing changes in the formatting. Then, when I go back into
the Format-Paragraph command, it's still sitting at "6 pt before and after."
I have no idea what's going on and why it won't let me change that setting.
Any suggestions?

This sounds like a conflict with the setting in the table style. Have you
tried changing that style?
