Format painter does not work for pictures in PowerPoint 2003

PowerPoint 11.6564.6568 SP2
Sequence:
Select picture A.....select Format Painter Icon....Select picture B
No format is transferred from picture A to picture B.
(Format Painter does work for text.)
Any ideas on how to fix?
