Format hard drive

I am trying to solve a virus problem and cannot access or clean the file that
needs deleting. I have tried to install an anti-virus program but it won't
allow me to do that either. I have tried to restore but it won't allow that.
I believe my only option is to format my hard drive. How do I go about that?

Hi

Do you what the name of the virus is and where it is on your hard
disk/partition? If need be, the following articles will help you reinstall
XP. Try the 'Repair' install first. Your files, programs and settings
should retained. With a 'Clean' install everything will be wiped from the
hard disk/partition:
