Is there anything that will convert from *.VCS graphics into anything Word
can use?

Hence, it's doubtful we'd know what program created the file, much less
whether Word can handle it. If you have the source application in which the
VCS file was created, see if you can File-->Export or File-->Save as to
something more ... um ... popular.
