form tool bars

I am using FP 2003. Are users able to place the buttons for forms on the tool
bar. My old version allowed me to use that feature.

talking about the html input type "button"??

What the Frontpage GUI tool bar has to do with forms, I don't know ??

I want to add the quick insert buttons that FP98 had. You simply clicked the
button and it was added to the page you are working on.
