Form Submit Bringing up Mail Client Login?

A client of ours is attempting to fill out an online report/form on our
intranet site. When user hits the submit button it brings up the mail client
(Outlook) login. Is there a setting in IE6 or Outlook/Outlook Express that
could be causing this to happen? User is Running XP Pro SP1, IE6 and has
Office 2000 loaded.
