form letters

I use office 2003 at work. I have several "form letters" I
need to send to clients on a regular basis. Is there any way to save
these in outlook so I can just cll them up and send them?

I thought creating a form would do this, but I cannot find a way to
put the text of the message in the form. I've been able to create a
text box, but not put any text in the text`box.

I know there has to be a way of doing this, but I cannot for the life
of me figure it out. Any clues?
 
Using Outlook as the mail editor, create a new mail message, insert the
recurring text you want and then save it as a template. To use it, go to
Tools->Forms->Choose Form and it will probably be in your Personal Forms
Library.

saving as a template does not work. it is not aviolable as a form.
the forms seems to be in a .cfg format, not a .dot format
