No, there's no way of retrieving an existing password; it'll have
been encrypted. Simply log in using the built-in Administrator account
and reset the password of the desired account(s).

By design, the only way to log into the Administrator account of
WinXP Home is to reboot into Safe Mode. For WinXP Pro, pressing
CTRL+ALT+DEL twice at the Welcome Screen will produce the standard login
dialog box.

If you're the administrator, you can login to your account and go to Start |
Control Panel | Users and change the password for your kids' account.

you won't be able to retrieve the password, unless you made a password
recovery disk, and if you didnt leave yourself a hint as to what the password
is, you will have to log into the admin account and create a new account, if
the admin changes the passwords for another user you will lose all
certificates and stored passwords for web sites and network resources. for
the user you are creating new account.

Greetings,

I suppose you can reset lost or forgotten password using Active@
Password Changer utility. This is a really useful tool that can quickly
and easily perform the operation. It did really helped me before so try
it out.
