Foreign characters on webpage?

Hello,

my problem seems simple. I enter japanese characters into
my access db, where it shows up correctly. However, when I
wish to retrieve these characters on a webpage, the
japanese characters simply show up as "???" (no matter how
I set my codepage). Any suggestions
