Forcing plain text sending

Does any one know of a way to change the message format of outgoing messages
to plain text in Outlook 2003?

What I am looking for is the registry setting so that I can make a GPO that
will force this setting on our domain. I've found the setting for forcing the
reading in plain text but not the sending.

Load the Outlk11.adm administrative template into the Group Policy Editor and look for the setting under Tools | Options / Mail Format / Message format.
