Is there anyway i can force administrator ownership, on
files that i can't open otherwise

By default an adminstrator can take ownership of files and folders. On a
folder that you can not access go to properties/security/advanced -
ownership. Change ownership and then you should be able to change
permissions to allow access. Otherwise subinacl can be used to take
ownership of files in stubborn cases. Keep in mind that access may also be
denied in the file is encrypted and you are not the user that encrypted it
or the recovery agent. --- Steve

subinacl to take ownership.
