Forcing Outlook to reply to HTML emails using plain text format

Currently, when I use Outlook to respond to an email written in HTML format,
the reply is also in HTML format. I understand that I can use Format>Plain
Text to change the format of the message to text, and that I can set a
preference in Tools>Options to write new messages in HTML format. However, I
want *all* my emails to be in text format, not just the ones I initiate. I
understand that Outlook's spellchecker cannot overlook spelling mistakes in
quoted material in plain text messages, and that plain text format does not
support formatting, embedding, and other features. Nevertheless, I want *all*
the messages I send to be in plain text format, *without* *any* *exceptions.*
I currently use Format>Plain Text, but there's no reason that Outlook should
assume that I want replies to HTML messages to be in HTML, as I've already
specified that I want to use plain text format for my messages. How do I
force Outlook to use plain text format all the time?

Both Outlook 2002 and 2003 support a setting that forces you to read all
incoming messages in plain text, which means all the replies will be in
plain text, too. Otherwise, there's no built-in feature to do what you
describe.
