Forcing Default Gateway Option to be Unchecked Through Policy

I would like to force all VPN-RAS clients to not send all of their traffic
through our network. The problem is that there is a lot of one-on-one phone
support teaching users where to uncheck the "Default Gateway" option on the
Microsoft VPN client.

If there was a way to either force that option to be unchecked through a
policy?

The only method I can think of would be to use CMAK (Connection Manager
Admin Kit) to configure your clients' connection properties. You configure
the setup at the server end and the clients download it.
