1. Open XP's "Help and Support Center".
2. In the Search box type: Welcome Screen , hit enter.
3. Click on the topic titled "Turn the Welcome screen on or off".

When/why do you want it to appear? You can quickly "lock" the computer by
pressing Winkey+L. This will place the welcome screen (if enabled) over the
current user's desktop. They need to "log on" again to dismiss the screen
and get back to their desktop.
