Force signatures on emails

I have people using outlook 2003 & outlook express and need to enforce
signatures on all emails. How do I enforce a signature on an email sent via
word or excel?

You can't. And mandatory signatures should be enforced at the server, not the client (where the user can always delete any text before sending the message).
