Force reminder window to foreground when new reminder due

According to the thread below, Outlook 2003 no longer forces the reminder
window to the foreground. While I like being able to minimize my reminder
window without acting on reminders, I consider not forcing this window to the
foreground when a new reminder comes due to be a critical usability bug
because it makes it extremely easy to miss important reminders.

In my experience, if you have your computer muted or don't have any speakers
(common in office settings) and don't happen to notice the blinking window
button in the task bar (very easy to do on large monitors when you're
focusing on important work), it's easy to go hours without noticing a
reminder.

In outlook 2000, I came to depend on reminders to let me focus on important
work without having to constantly check the clock. But now that I have that
habit, I've missed several meetings because outlook 2003's reminders are too
easy to miss.

My suggestion:
- force the reminder window to the foreground when a new reminder comes due
- consider making this an option if there's a good reason for it
