Force Outlook 2003 to always send in Rich Text?

Hi,

I have an end user who claims that prior to her profile
needing to be recreated from scratch, her Outlook was
configured to _always_ reply in rich text, even when
replying to a plain text message.

I've looked extensively through Outlook settings, and
can't find any settings that appear to allow this. Am I
just not looking in the right place? Or are there any
registry changes or hotfixes that might make this
possible?

The default is to convert to html. Mail Format tab, Internet Format button,
Rich Test options. Note that many recipients may not be able to read rich
text. You should tell her not to use it for formal business emails.
