force close a database

I have an access database on our sequel server and a form that is used for
data entry. There are several people that do data entry in different
locations and sometimes they do not close out when finished.
Question, is there a way I can have a message appear that says, "System is
needed for MAINTENACE! "You have 3 minutes to finish and close." and after
the 3 minutes, it will close everyone out.
