forbidden access error-why?

Keep getting this every time I try to download pretty much any internet
software onto my computer. Dont
know why its doing this, yesterday I was fine, today, cant get access to
anything. Do you think it could be something with my security settings. They
are set to a custom level and everythign was working great a few days ago.
Error message reads as follows:
You are not authorized to view this page
You might not have permission to view this directory or page using the
credentials you supplied.
