Footnotes sometimes don't appear

I have a law clerk who is inserting footnotes into a Judge's memo. He is
using 07 btw and running it on Vista. Most of teh time, ti works fine, but
occasionally within the same document he will insert a footnote, type in some
notes and nothing shows up. If he then opens up the footer section, it shows
up there, but once he closes that view it dissapears again. As a test, we
printed it and the footnote showed up .. but why does this only happen some
of the time? He is working in Print layout view, and if he changes to full
screen reading, he can view but not edit.

Very confused and would appreciate some advice,

The document might be corrupt. Try the following:

Exit Word, then locate the normal.dotm template (search for it in Windows,
making sure to include hidden files and folders in the search), and rename
it. When you restart Word, a fresh template with factory default settings
will be created.

In the problem document, delete any section breaks, and then copy the
contents, except for the final paragraph mark (Ctrl+A, Shift+Left arrow,
Ctrl+C), and paste (Ctrl+V) into a blank document.
