Footnotes not renumbering?

When I'm reviwing a file in Word 2002, sometimes I move footnotes
around-- yet the footnotes are not updating to reflect the new order
and any deletions.
Can anyone help me on this?

Apparently, if you have Track Changes active, you have to accept all of the
changes before the footnotes will re-number
