The easiest way is to make one set footnotes and the other set
endnotes.
But apparently if you use the long way -- Insert > Reference >
Footnote --- and choose Custom numbering, it doesn't interfere with
the numbering of the automatically numbered footnotes inserted the
regular ways. Whichever group you have more of should be given the
automatic numbering, since you'll have to type the sequence of
reference marks in the Custom box.
