Footnote separators -- long AND short?

I have a long footnote in a pleading that continiues to next page. The
separator for the continuation is across the entire page. Why can't it be
the same as the separator for regular footnotes that stay on one page?
 
Convention says it isn't supposed to be the same. But you can edit it.
Switch into Normal View and go to View | Footnotes. A footnote pane will
open up at the bottom. Use the dropdown menu at the top of the pane to
access the separators and edit or delete as desired.
 
You can't really "edit" the separators (no one has ever figured out what
they are, but they're definitely not editable). But you can copy the
Footnote Separator, delete the Footnote Continuation Separator, and paste in
the Footnote Separator.
