fonts installation no longer works

On another PC (all run Win XP Home SP2) I am unable to install additional
fonts. The usual going to control panel, "fonts", "file" and "install new
font" does not work, as the install option does not appear; it appears to be
treating the folder as just a normal file folder. Dragging a new font to the
folder puts it in the folder, but it does not appear whenever I open Word or
other programs which get their fonts from the fonts folder. I have imbedded
the font in a Word document on another PC (where the usual fonts procedures
still work), networked it to the subject PC, and started successfully from
there, but that is a workaround.
How can I restore functionality to my fonts folder?
Thanks.
p.s. I'm writing this on a separate PC also, as trying to open a new
request on the subject PC just produces a flicker but no new window, even
after I enable popups from this site in IE 6.

Have you checked out TweakUI (1.33)?
It has a Repair Fonts Folder option.
Don't know if it just repairs the folder contents or if it repairs the
folder's functionality so it might not apply to your particular problem, but
worth checking out.
