followup flags

We used the colored followup flags to indicate the ownership of a Problem
escalated to our Group's Public folder. With Office 2007, these Colored
followup for messages in Public Folder appears as colorless to other viewers
of the same message.
 
In OL07 colored flags are replaced by colored categories.
