Folders will not open in Explorer and Startenu Menu

This is my problem: no mater in safemode or normal operating mode the problem
is the same. I have Windows XP w/SP2 I don't have a time frame when problem
started but this is what is happening. When in Explorer XP I click the folder
in the left pane, it opens it's content up in the right pane, when I go to
the right pane and click the subfolder nothing happens and I received an
error code 108. I can go back to that subfolder on the left pane and open it
up and go to the file on the right pane and open it. The problem also exist
on the start menu with the folders when clicked on I receive the same error
code. I've did a lot reading haven't came up with an answer I have seen some
similar question but not quite the same. Would appreciate some help. I
believe that the problem is in the registery but don't know where to look.

Why do you believe it is in the registry rather than a corrupt file?

Have you tried using restore points- try one just before your problem
started?

Have you ran the system file checker? (sfc from the run dialogue)

I had this problem before I ran registry Mechanic and it found quite a few
problems with the registry, but it appears that I'm not ruleing out a
correputed file either.
When I ran SFC in the run window nothing happen. A black screen did pop up
but disappeared.
The time frame has been to long to determine a restore point.
