Folders will not delete

I have 3 folders on my desktop which will not DELETE. The
floders are empty. I've searched for other locations of
these folders on the computer. (There are none.)

The computer always returns this message:
"Folder can't be deleted b/c another program or person is
using the folder."

But, there are no other programs running using these
folders.

I've rebooted several times using Windows XP with the SP2
package installed.

What do I do to get the 3 folders deleted?

You could use moveonboot.
