Folders stay open and won't delete

Whenever I make any changes to a folder (including deleting files from within
in it), I cannot delete the folder itself until I restart Windows 2K. I
always get an error saying "Windows cannot delete {file name}: there has been
a sharing violation. The source or destination file may be in use." This
occurs even if I close all of the programs I have running (I have not tried
going through and shutting down all the services). So, somehow these
folders, or something in them, is sticking open. Any ideas how I can fix
this? It has been going on for months and months. Thanks.

Restart the computer to safe mode and try to delete it. If this is ok, then
it is highly likely that an underlying service holds it.
