Folders contain mystery files.

Many of my folders contain a copy of each file with a different file type
that cannot be opened.
A sample of the file type in My Pictures is:
JPG~3T312TOE file. It is shown directly following the correct .jpg file.

Can anyone help with identifying and preventing this problem in XP Pro?

These look a bit like editing splat files that are created when you open the
main file for editing. These should be deleted when the editing application
is closed. They usually get left behind when the editing application
crashes and gets shut down before completing its work.
