Folder view settings constantly chnages

I set all my folders settings. So some folders that
contain pictures are in Thumbnail View, etc..
However, when go back to the folder it has changed to
icon view or list, etc..
Now I set a property called "Remember each folder's view
setting" by checking the checkbox. But this didn't seem
to correct my problem.

How can I fix this annoying problem.

The Default for Windows XP is to remember the view settings for the 400 most
recently used folders.
